Two Issues: 1. Double click in web browser. 2. finder folder resize

Two issues:
1. Double-clicking any Web browser - Brave, Firefox, Safari - expands the window to full screen. Only the key code command-m works. I want to double-click it to collapse to title bar.
2. In Finder, double-clicking the title bar on folder first resizes it, then collapses to title bar. Double-clicking again expands the window with a new size. How do I stop the resizing?
I'd much rather not use key commands for these basic items.
