Formats the "short" date on both the OpenCart Administration panel and on the Store Front. The formatting is changed via an OCMod rather than editing the en-gb.php file.
- 'date_format_short' is formatted as: m/d/y
- 'datetime_format' is formatted as: d/m/Y H:i:s
